The Fair Player Club Seminar for Compliance and Business Ethics with Busan Metropolitan City

Global Competitiveness Empowerment Forum (GCEF) organized the Fair Player Club Seminar for Compliance and Business Ethics, co-hosted by Busan Metropolitan City, Busan Chamber of Commerce & Industry, and Global Compact Network Korea (GCNK) on September 20, 2016 at the Busan Chamber of Commerce & Industry in Busan, Republic of Korea.

This seminar, was the second seminar in the second cycle of Fair Player Club for participants from private enterprises and public organizations located in Busan.

The seminar introduced global and domestic trends of compliance and business ethics and anti-corruption policies, programs, and management systems and shared anti-corruption cases of public and private enterprises. The first Fair Player Club seminar with Seoul Metropolitan Government was held on July 14, 2016 at the Korea Press Center in  Seoul, Republic of Korea.

Mr. JUNG, Gyung-Jin, Deputy Mayor for Administrative Affairs of Busan Metropolitan City, said in his opening speech that “This seminar aims to improve global competitiveness of compliance and business ethics for enterprises located in Busan. I hope that corporate participants can acquire the latest information for their global compliance management.”

Mr. LEE, Kab-Joon, Executive Vice-President of the Busan Chamber of Commerce & Industry, said in his congratulatory speech that “Now is the time when the Improper Solicitation and Graft Act has been finally enacted. I hope this seminar can help enterprises in Busan and improve their compliance management.”

Mr. IM, Hong-jae, Vice President and Secretary-General of GCNK, said that “Compliance and business ethics become essential, not optional. I hope that Fair Player Club will become the important platform to foster the clean and fair business environment in Republic of Korea.” He also presented CSR and global anti-corruption trends and introduced international regulations and conventions of anti-corruption including OECD Anti-Bribery Convention, UN Convention Against Corruption, and UK Bribery Act.

Mr. LEE, il-kwan, Lawyer of Law firm, Kuk Je, explained the Improper Solicitation and Graft Actin in details such as application scope, prohibited practices, and exceptional rules. In particular, he emphasized that offence responsibility will be imposed to both individual and corporation. He highlighted that implementation of anti-corruption program, due diligence, and supervision are important to avoid dual penality.

Mr. YU, Jae-ki, President of Sports Facility Management Office of Busan Metropolitan City and a former Team Manager of Audit Bureau, presented compliance and business ethics policies of public enterprises of Busan Metropolitan Government. He also introduced that Busan Metropolitan Government’s success story by improving its anti-corruption competitiveness & integrity assessment record from 16th to the 2nd within  a short period of time. Also, he emphasized that since the 21st century is the era of integrity, every public officer should make one’s decision based on compliance and business ethics.

Mr. PARK, Jung-ho, Senior Researcher, Sustainability Strategy Team of the Korea Chamber of Commerce & Industry introduced on corruption risks and anti-corruption opportunities, and corporate response and presented the anti-corruption part of ICC’s guideline, fair operating practice of ISO26000, OECD guideline of multinational enterprises, and integrity contents of GRI G4 Index 57-59. Also, he highlighted that anti-corruption should be changed by culture, not by regulation.

Ms. LEE Eun-kyung, Team Leader of GCNK, said “ The surrounding business environment is chaning due to international laws and regulations as well as the Improper Solicitation and Graft Act in Republic of Korea. Business should prevent corruption risks by fully utilizing risk assessment tools, set up company-wide anti-corruption programs and implement their required actions.”

Ms. LEE, Jung-hyun, Director, Sustainable Manufacturing, Taekwang Industry Co., Ltd. shared its aggressive compliance and business ethics programs including recognition of social responsibility, a roadmap for business ethics, communication activities, zero tolerance, compliance research committee activities, and publication of sustainability report.

Ms. Angela Joo-hyun KANG, Founder and Executive President of GCEF, introduced Fair Player Club and its activities. Also, she emphasized the possibility of improvement of corporate culture through the Fair Play Pledge by addressing the Improper Solicitation and Graft Act  aggressively and highlighted benefits of collective action between private and public sectors as well as among companies, even with competitors.

Fair Player Club will continue to endeavor for prevention of corruption risks of companies and strengthen their capacity by spreading importance of compliance and business ethics to companies nationwide in major cities, through public private partnership with metropolitan governments as well as local chambers of commerce and industry in Seoul, Busan, Gwangju, Daegu, Ulsan, Daejeon, and Incheon.
