The Fair Player Club Seminar for Compliance and Business Ethicswith Seoul Metropolitan Government

Global Competitiveness Empowerment Forum (GCEF) organized the Fair Player Club Seminar for Compliance and Business Ethics, co-hosted by Global Compact Network Korea (GCNK) and Seoul Metropolitan Government and sponsored by Ministry of Trade, Industry & Energy (MOTIE), Ministry of Interior (MOI), Anti-Corruption & Civil Rights Commission (ACRC), and Siemens Integrity Initiative on July 14, 2016 at the Korea Press Center, in Seoul, Republic of Korea. This seminar, participated by more than 100 participants from private enterprises and public organizations, was the first seminar in the second cycle of Fair Player Club (FPC), a public-private sector platform to promote collective action for anti-corruption. Global and domestic trends of compliance and business ethics and anti-corruption policies, programs, and management systems were introduced and anti-corruption cases of public and private enterprises shared.

Mr. RYE, Kyung-ki, the Vice Mayor of Seoul Metropolitan Government said in his opening speech that “Compliance and business ethics become, not only tools of risk management of companies, but also core elements enhancing corporate competitiveness. We must recognize that the fastest way towards corporate sustainability is to improve transparent management and fulfill corporate responsibility to stakeholders such as customers, employees, shareholders, and creditors.”

Mr. IM, Hong-jae, Vice President and Secretary-General of GCNK, presented CSR and global anti-corruption trends and introduced international regulations and conventions of anti-corruption including OECD Anti-Bribery Convention, UN Convention Against Corruption, and UK Bribery Act.

Ms. LEE, Eun-kyung, Team Leader of GCNK, introduced anti-corruption guidelines and emphasized that companies have to prevent corruption risks through effective risk assessment and implement relevant and comprehensive anti-corruption programs within company.

Ms. HWANG, In-seon, Senior Deputy Manager of ACRC, introduced the Improper Solicitation and Graft Act, which will be enacted from September, 2016, along with her explanation about its application scope, prevention ways of improper solicitation, and exceptional rules.

Ms. KIM, Sook-hee, Team Leader of Seoul Metropolitan Government, presented its strategy and action programs for twenty-one affiliated organizations, consisting of seventy innovation tasks in six areas to eradicate corruption and enhance transparency.

Mr. JUN, Min-gu, Director of BSI Group Korea, explained BS 10500 and Anti-Bribery Management System (ABMS) based on UK Bribery Act and urged companies to follow global standards.

For case study presentations, Mr, LEE, Mun-ho, Chief Auditor of Seoul Metropolitan Facilities Management Corporation shared its business ethics system called S-GPS consisting of governance, prevention system, and SIDEX(Slsul-ethics management inDex). Also, Mr. PARK, Jong-kun (Ryan), Regional Compliance Officer, Siemens Ltd. Seoul, introduced the Siemens compliance system and invited South Korean companies to join knowledge sharing based on past experiences of Siemens as well as collective action for anti-corruption.

Ms. Angela Joo-hyun KANG, Founder and Executive President, GCEF, introduced Fair Player Club and its first cycle activities and emphasized benefits of collective action between private and public sectors as well as among companies, even with competitors.

Fair Player Club will continue to endeavor for prevention of corruption risks of companies and strengthen their capacity by spreading importance of compliance and business ethics to companies nationwide in major cities, through public private partnership with metropolitan governments as well as local chambers of commerce and industry in Busan, Daejeon, Daegu, Incheon, Kwangju, and Ulsan.
